Univ. ------------------------------------------------------------ Government SOCIALIST REPUBLIC OF VIETNAM Independence-Freedom-Happiness Hanoi, 2 March 1993 DECISION ON AGRICULTURAL EXTENSION (issued together with the corresponding Government Regulation dated 2 March 1993). GENERAL NOTES Article 1. The State will establish a national network of extension in the agriculture sector (agriculture, forestry, fishery). The state will also encourage the development of volunteer institutions for agricultural extension among Vietnamese and foreign socio-economic organisations, operating according to the laws of Vietnam and aiming at assisting farmers in developing agriculture in particular and rural economy in general. Article 2. The sub-sectors of agriculture, forestry, and fishery, together with other related sub-sectors and the authorities at various levels are annually to develop an extension programme for each ecological zone. The programme is to be based on technical advances and be tailored to the needs of production and improved living conditions as will as on the market situation. Emphasis is to be laid upon issues of key importance for development of agriculture, forestry, and fishery, and for general rural economy in the different areas. Article 3. Agriculture extension consists of the following activities: a) Dissemination of technical advances in cultivation, animal husbandry, processing technology, storage of products of agriculture, forestry, and fishery as well as of methods and results achieved in successful production units. b) Strengthening of skills and knowledge for economic management among farmers in order to enable them to increase production and improve their economic results. c) In cooperation with other units, providing farmers with information on markets and prices for agricultural products, to as to enable them to adjust their production and achieve improved economic results. SYSTEM OF AGRICULTURAL EXTENSION Article 4. The system of agricultural extension will be organised from the central level to the local level. - Central level. The Ministry of Agriculture and Food Industry is the central organisation of the Government for agricultural extension That ministry is to establish a department of agricultural extension. In the Ministry of Forestry and the Ministry of Marine Products, units for extension are to be created as suitable. - Provincial level. In provinces and cities, agricultural extension centres should be established under the provincial departments of agriculture, forestry, and fishery. These centre subsequently establish extension stations of extension based for defined areas or for groups of communes. Article 5. The number of staff in the agricultural extension system at various levels is to be based on the amount of work to be done. The units should be simple and effective. The implementation of extension at various levels is to be done by way of contracts with scientists, technicians, and economic managers of science and research institutes, colleges, economic organisations, etc. Farmers with successful production experience are to be encouraged to participate in extension activities. Article 6. Volunteer organisations engaged in agriculture extension should have permission for operation issued by the competent authority. AGRICULTURE EXTENSION POLICY Article 7. Funds for agricultural extension will come from: - The state budget; - International organisations, socio-economic organisations, private organisations as well as individuals at home and abroad; - Farmers who have increased their production due to application of agricultural extension measures. The level of payment will correspond to a minor share of the value of the increased production. Article 8. Funds for agricultural extension are to be used for: - Learning and training, establishment of technical demonstrations, and propagation of agricultural extension; - Purchase of equipment used for extension activities; - Wages and allowances for staff; - Payment for other activities carried nut by agricultural extension organisations at various levels. Article 9. Policy for agricultural extension staff: - The staff should have a suitable training for their work in agricultural extension. Costs for complementary training will be covered by funds for extension purposes. - Staff working in the field are to receive allowances, paid from funds available for agriculture extension. IMPLEMENTATION Article 10. The Ministry of Agriculture and Food Industry is appointed as the leading agency and is to work together with the Ministry of Forestry, the Ministry of Marine Products, and the Government Department for Organisation and Personnel. They are to define functions and duties and propose organisation and staff of agricultural extension at various levels. Annually, the State Planning Committee and the Ministry of Finance will provide funds for agricultural extension. They will also cooperate with the Ministry of Agriculture and Food Industry in distributing the funds for agricultural extension between various sub-sectors and levels. Article 11. Ministers, heads of ministerial organisations, and heads of other Government organisations are to issue guidelines for the implementation of this regulation. Prime Minister Vo Van Kiet ----------------------------------------------------------------------- Government SOCIALIST REPUBLIC OF VIETNAM No. 13-CP Independence-Freedom-Happiness Hanoi, 2 March 1993 GOVERNMENT REGULATION for agricultural extension - Based on the law on Government Organisation, issued 30 September 1992; - In order to enhance extension activities in the agriculture sector, assisting farmers to extend their production, increase agricultural production, and develop the socio-economic situation in rural areas. - In accordance with a proposal by the Ministers of Agriculture and Food Industry, Forestry, Marine Products, and the Director of the Government Department for Organisation and Personnel. REGULATION Article 1. This Government Regulation is issued together with a Decision on agricultural extension. Article 2. Ministers, heads of-ministerial organisations and other organisations of the Government, chairmen of provincial and city People's Committees are responsible for the implementation of this Regulation. Article 3. This Regulation is in effect from the day of its signature. All previous decisions contrary to this Regulation are hereby abrogated.
