Univ. ------------------------------------------------------------ Ministry of Forestry Vietnam Union of Forestry Science and Technology Hanoi, 24 February 1995 STATUTE OF NATURAL PARKS AND NATURAL RESERVES ASSOCIATION BRANCHES CHAPTER 1 Names, mandates and objectives Article 1. Name of Association Branch: National Parks and Natural Reserves Association Branch. Article 2. The Association branch is under Vietnam Union of Forestry Science and Technology. It is operating in accordance with the Statute of the Vietnam Union of Forestry Science an Technology. Article 3. The Association Branch is a mass organisation, rallying all scientific and technical officer and those who are working in and out of the National Parks and National Reserves wishing to contribute to the establishment, protection and development of national parks and natural reserves. CHAPTER 2 Tasks of the Association Branch Article 4. The Association Branch of National Parks and Natural Reserves have the following tasks: 1. To develop its role in society through taking active part in communication and education and making all society members aware of the establishment, protection and development of national parks and natural reserves. 2. To improve knowledge and capacity building for members to make an active contribution to establishment and protecting national parks and natural reserves. 3. The Association Branch should create favourable conditions to its members to contribute their opinions an recommendations and to propose measures to better establish, develop and protect national parks and natural reserves throughout the country. 4. Th Association Branch should make recommendations to concerned agencies on the following issues. - Effective measures for State management offices to make suitable policies for better protection and establishment of national parks and natural reserves. - Strict measures to be taken to control actions affecting the protection of national parks and natural reserves. 5. The Association Branch should cooperate with home and foreign organisations and individuals whose good will toward the establishment and protection of natural resources and natural reserves in Vietnam. It at the same time contributes its opinions to the protection of natural resources in Vietnam and the world. 6. The Association Branch collects all resources relating to the protection of bio-diversity, natural resources and environment and take part in the research and development of national parks and natural reserves. 7. The Association Branch will publish scientific publication (once every 6 month) to provide members with latest information on national parks and natural reserves at home and abroad and the activities of the Branch. CHAPTER 3 Association Branch Organisation Article 5. The organisation of activities of the Association Branch are based on the principle of voluntarism. The Branch's fund is contributed voluntarily by members and other organisations. The fund will be used in service of activities of the Branch. All financial transactions at home and abroad will be through the bank account of the Centre of Environment, Tourism and Development. Article 6. The Steering Committee of the Association Branch is the leadership authority of the Branch. It is elected by the congress of the Branch. Its term is four years. The congress of the Association Branch has the following tasks: - Approval of the Stature or amendments to the Stature of the Association Branch. - Election of the new Steering Committee of the Branch. - Review of activities of the last term and approval of the program of activities of the next term of the Branch. - Decision on the economic, financial and other issues of the Branch. Article 7. The Executive Committee of the Association Branch meets every 6 month to discuss and decide activities of the Branch. Article 8. Under the Association Branch are sub-branches. A sub-Branch is a local unit of the Branch. Each national park and natural reserve will organise a sub-branch.
