1. Tran Xuan Gia [TRAANF XUAAN GIAS]: minister of planning and investment. Gia was born in 1939 in Phu Loc District, Thua Thien-Hue Province. He holds a PhD in Economics. He speaks English and Russian. He joined "the revolution" in 1956. His past positions include: instructor at the National Economics College in Hanoi, vice chairman of the State Price Commission, deputy director and director of the former Council of Ministers Office, vice chairman of the State Planning Commission, vice minister of planning and investment, and member of the Eighth CPV Central Committee.

2. Pham Gia Khiem [PHAMF GIA KHIEEM]: minister of science, industry, and environment. Khiem was born in 1944 in Tu Liem District, Hanoi Municipality. He holds a PhD in Metallurgy. He speaks Czech, English, and Russian. He joined "the revolution" in 1969. His past positions include: instructor at the Bac Thai College of Electrical Engineering, head of the Science Education Section of the State Planning Commission, vice chairman of the State Planning Commission, vice minister of planning and investment, and member of the Eighth CPV Central Committee.

3. Le Minh Huong [LEE MINH HUWOWNG]: minister of interior. Huong was born in 1936 in Huong Son District, Ha Tinh Province. He attended the Security College. He speaks English and Russian. He joined "the revolution" in 1948. His past positions include: head of the Ha Tinh Town Youth Group, security cadre of Interzone 4, diplomat in India and Japan, director of the SRV Intelligence Agency, vice minister of interior, acting minister of interior, member of the Seventh CPV Central Committee, and member of the Eighth CPV Central Committee Politburo.

4. Nguyen Sinh Hung [NGUYEENX SINH HUNGF]: minister of finance. Hung was born in 1946 in Nam Dan District, Nghe An Province. He holds a PhD in economics and finance. He speaks Bulgarian, Russian, and English. He joined "the revolution" in 1963. His past positions include: finance accountant at the Finance Ministry, finance and economy researcher in Bulgaria, deputy director and director of the Treasury, vice minister of finance, and member of the Eighth CPV Central Committee.

5. Do Quang Trung [DOOX QUANG TRUNG]: minister, head of the Government Personnel Office. Trung was born in 1946 in Cao Thanh Village, Ung Hoa District, Ha Tay Province. He attended the Economics College. He speaks a little English. He joined "the revolution" in 1960. His past positions include: machinery worker at the Hon Gai coal factory, cadre of the Quang Ninh Province Inspection Committee, CPV secretary of Hai Ninh District (Quang Ninh Province), chairman of the Quang Ninh Province People's Committee, head of the General Department of Tourism, and member of the Sixth, Seventh, and Eighth CPV Central Committees.

6. Ta Quang Ngoc [TAJ QUANG NGOCJ]: minister of marine products. Ngoc was born in 1944 in Nam Dan District, Nghe An Province. He holds a PhD in marine Products. He speaks Russian, English, and Bulgarian. He joined "the revolution" in 1966. His past positions include: instructor at the Nha Trang College of Marine Studies, head of the Science and Industry Department, chief editor of the Thuy San (Marine Products) magazine, vice minister of marine products, and member of the Eighth CPV Central Committee.

7. Nguyen Khoa Diem [NGUYEENX KHOA DIEEMF]: minister of culture and information, Diem was born in 1943 in Hue City. He attended the Teachers College. He joined "the revolution" in 1964. He is a journalist and writer. His past positions include: secretary of the Hue City Youth Group, chairman of the Binh Tri Thien Province Culture Association, member of the Secretariat of the Vietnam Writers Association, deputy secretary of the Thua Thien-Hue CPV Committee, vice minister of culture and information, and member of the Eighth CPV Central Committee.

8. Lai Van Cu [LAIJ VAWN CUWR]: minister, chief of the Government Office. He was born in 1938 in Tam Thanh District, Vinh Phu Province. He has an engineering degree in Machine Tools. He joined "the revolution" in 1959. His past positions include: chief of the General Office of the Industrial Department, chief of the Supply Office of the State Planning Commission, member of the State Planning Commission, vice minister of supply, head of the National Reserves Bureau, and deputy chief of the Government Office.
