The National Assembly will leave the governor position vacant until the government finds a replacement, the sources said. National Assembly members have held Kiem responsible for recent widespread corruption and fraud in the country's banking sector, the sources said. The new cabinet is composed of five deputy premiers and 24 ministers. Khai, 63, proposed the reshuffle at the ongoing first session of the country's 10th National Assembly, which elected him Sunday to head the government. The cabinet under former Premier Vo Van Kiet had three deputy premiers and 26 ministers. Nguyen Tan Dung, a 47-year-old member of the elite Political Bureau of the Vietnamese Communist Party, was elected permanent deputy premier, an equivalent to the first deputy prime minister in other countries. He will be responsible for economic policy-making, the sources said. The other four deputy premiers are ministers from the former cabinet -- Foreign Minister Nguyen Manh Cam, Agriculture and Rural Development Minister Nguyen Cong Tan, Construction Minister Ngo Xuan Loc, and Sciences, Technology and Environment Minister Pham Gia Khiem. Cam retains his concurrent portfolio of foreign minister, while the three others were removed their ministerial posts though they will continue to handle roughly the same areas of the government as they did in the past. Le Huy Ngo, secretary of the party committee of Thanh Hoa province, replaced Tan as Minister of Agriculture and Rural Development, and Loc and Khiem were replaced by their deputies, Nguyen Manh Kiem and Chu Tuan Nha. Defense Minister Doan Khue, a four-star general, has been replaced by a two-star general, Pham Van Tra, who worked as chief of the military's General Staff under Khue, the sources said. Trade Minister Le Van Triet was succeeded by his deputy Nguyen Minh Hien, and deputy Public Health Minister Tran Thi Trung Chien replaced Mai Ky as minister in charge of population and family planning work. Deputy Education and Training Minister Nguyen Minh Hien replaced Tran Hong Quan as minister. According to the sources, 16 ministers retained their positions in the cabinet reshuffle, including Interior Minister Le Minh Huong, Planning and Investment minister Tran Xuan Gia, and Industry minister Dang Vu Tru. Nguyen Tan Dung, a 48-year-old member of the standing board of Vietnam's politburo, will become deputy prime minister in charge of economic and internal affairs. Foreign Minister Nguyen Manh Cam is promoted to the post of deputy prime minister in charge of foreign and economic affairs. Deputy Prime Minister Nguyen Cong Tan, former agriculture minister, is in charge of rural development. Ngo Xuan Loc, ex-Construction Minister, is promoted to control the areas of industry and urban development. Pham Gia Khiem, who used to be Minister of Science, Technology and Environment, is expected to take the charge of science, education, health care and environment.
