It is published by the Internet Publications Bureau, RSPAS, ANU College of Asia and the Pacific. Russia and China have been reacting to the pressures of changing U.S.-Central Asia policy over the past 5 years as has the United States. In response to the 'color' revolutions, they achieved broad agreement on the priority of regime security and the need to limit the long-term military presence of the United States in Central Asia. These are also two key areas -- defining the political path of Central Asian states and securing a strategic foothold in the region -- where the United States finds itself in competition with Russia and China. The Russia-China partnership should not be seen as an anti-U.S. bloc, nor should the Shanghai Cooperation Organization (SCO) be viewed as entirely cohesive. Although there is considerable suspicion of U.S. designs on Central Asia, divergent interests within the SCO, among Central Asian states, and especially between Russia and China serve to limit any coordinated anti-U.S. activity. Despite the fissures within the SCO and the competitive tendencies within the Sino-Russian partnership, the United States will not have an easy time achieving its aims in Central Asia. The author documents how American policy goals -- energy cooperation, regional security, and support for democracy and the rule of law -- continue to run at cross-purposes with one another. In particular, she asserts that competition to secure basing arrangements and energy contracts only benefits authoritarian regimes at the expense of enduring regional security. She argues further that the rhetoric about a new Cold War in the aftermath of the Georgian crisis, and the more general tendency to view U.S.-Russia-China competition in the region with 19th century lenses, as some sort of 'new great game,' obscures the common interests the great powers share in addressing transnational problems in Central Asia."

He does not dwell on war or conflict scenarios involving North Korea because military planners have already focused considerable effort and attention on these. It is entirely possible that the fate of the country as a political, territorial, and juridical entity is intimately bound up with the fate of the Kim Jong Il regime, but one should not assume this to be so. In other words, the collapse of the Kim regime may not lead to the collapse of North Korea as a state. Moreover, one should not assume that even if the regime collapse is followed by state collapse that these events would inexorably lead to Korean unification."

North Korea's conventional capabilities have eroded but remain significant, including its sizeable contingent of special operations forces. Meanwhile, Pyongyang continues the vigorous development of its nuclear and missile programs, and has ongoing chemical and biological weapons programs. Perhaps the biggest unanswered questions concern North Korea's military intentions. Does the Korean People's Army have an offensive or defensive doctrine? Does Pyongyang intend to use its weapons of mass destruction and ballistic missiles to replace the threat posed by its eroding conventional forces? Or is its intention to use conventional and unconventional forces in what it might view as a winning combination? In theory, U.S. forces could carry out preemptive precision attacks to destroy known North Korean nuclear facilities and missile emplacements, but such attacks might provoke North Korean retaliation and trigger a general conflict. Washington and Seoul cannot overthrow the North Korean regime by force or destroy its strategic military assets without risking devastating losses in the process. Meanwhile, North Korea cannot invade the South without inviting a fatal counterattack from the United States and South Korea. Thus, the balance of forces that emerged from the Korean War, and which helped maintain the armistice for more than 50 years, remains in place."

Timor-Leste: The Dragon's Newest Friend

On May 20, 2002 Timor-Leste became an independent and sovereign state. China became the first country to establish diplomatic relations with the newly established nation and has since maintained a growing presence on the island.
Three main factors have driven Beijing's policy towards East Timor:
Firstly, China's growing engagement with Timor-Leste is part of its overall expansion into Southeast Asia and its strategy to balance the United States' influence in the region. Secondly, Timor is likely to become an ASEAN member in 2012 which adds further incentives. The country's potentially large oil and gas reserves are unlikely to have gone unnoticed to an energy- thirsty China. Thirdly, China remains preoccupied with the possibility of Taiwan co-opting the fledging state into its camp. While the People's Republic of China's (PRC) presence in Timor pales in comparison to its presence in other Southeast Asian countries, it has grown rapidly and in a very short period of time. From a position of marginality in Timor's affairs just five years ago, China has grown to become a major player in the territory causing some apprehension in Australia which tends to view Timor as its exclusive patch.

Loro Horta is a graduate of Peoples Liberation Army National Defense University (PLANDU). Previous to his Chinese education he was educated in Australia, the United States and Singapore. "China has made substantial diplomatic gains in Timor-Leste at a very modest material cost; patience and sophisticated diplomacy had allowed Beijing to emerge in the eyes of the Timorese as a committed and much needed friend. The case of Timor-Leste also illustrates the increasing sophistication of Chinese diplomacy and its ability to utilize soft power as a counter to the 'China threat theory' which was so prevalent in the 1990s in Southeast Asia. The case of Timor-Leste therefore may be an indicator of future Chinese diplomatic strategy in the Third world as it tries to secure vital interests such as energy resources and markets."

Virtual Shanghai: Shanghai Urban Space in Time

"Virtual Shanghai is a research and resource platform on the history of Shanghai from the mid-nineteenth century to nowadays. It incorporates four sets of documents: essays, original documents, photographies, and maps. The objective of the project is to write a history of the city through the combined mobilization of these various sets of documents. The implementation of this approach relies on the use of NTIC [Nouvelles Technologies de l'Information et de la Communication - ed.] and GIS [Geographic Information Systems - ed.] technologies. On the research side, the platform will offer various ways to step into the history of the city and follow its course at different levels over time. On the resource side, apart from providing original textual and visual documents, it develops a powerful cartographic tool for both analysis and real-time mapping. Essential item for search includes title of book, name of author, index word, table of content and abstract, etc. The database has stored 7,537 dissertations.
As data for dissertations are in conflict with a copyright law, they shall be used only through the system in National Library of Korea, and the full text can be printed out in the E-Library (5th floor) or the Dissertation office building.

"Those of you doing research on Taiwanese history and religion might be interested in our database of Buddhist temples in Taiwan. [...] What you find at this website is an interface that lets you query the location of temples in various ways, get historical information about them and access an image database. Since part of the data is also referenced in time it is possible to construct queries such as: show which Buddhist temples existed in Taipei in 1900.
The project is at the end of its second year and has one more year to add material, correct mistakes and internationalize the interface, which so far is only in Chinese.
As of April 30th, we have geo-referenced 4626 Buddhist sites. For about 1009 of these we know the foundation date. For 520 we offer short descriptions. More than 1000 CC-licensed images are available for 130 temples. I do not know of any larger database of its kind. [...]
The raw data of this project will - very probably - be made public once the project is concluded next year.
