The snooping dragon: social-malware surveillance of the Tibetan movement

Abstract:
In this note we document a case of malware-based electronic surveillance of a political organisation by the agents of a nation state. While malware attacks are not new, two aspects of this case make it worth serious study. First, it was a targeted surveillance attack designed to collect actionable intelligence for use by the police and security services of a repressive state, with potentially fatal consequences for those exposed. Second, the modus operandi combined social phishing with high-grade malware. This combination of well-written malware with well-designed email lures, which we call social malware, is devastatingly effective. Few organisations outside the defence and intelligence sector could withstand such an attack, and although this particular case involved the agents of a major power, the attack could in fact have been mounted by a capable motivated individual. This report is therefore of importance not just to companies who may attract the attention of government agencies, but to all organisations. As social-malware attacks spread, they are bound to target people such as accounts-payable and payroll staff who use computers to make payments. Prevention will be hard. The traditional defence against social malware in government agencies involves expensive and intrusive measures that range from mandatory access controls to tiresome operational security procedures. These will not be sustainable in the economy as a whole. Evolving practical low-cost defences against social-malware attacks will be a real challenge. "Email attachments appear to have been the favoured strategy to deliver malicious pay-loads. This worked because the attackers took the trouble to write emails that appeared to come from fellow Tibetans and indeed from co-workers. The use of carefully-written email lures based on social context to get people to visit bogus websites has been called 'social phishing'; in this incident, such email was used to spread malware and we therefore call this strategy social malware. [...]
In this note we described how agents of the Chinese government compromised the computing infrastructure of the Office of His Holiness the Dalai Lama. They used social phishing to install rootkits on a number of machines and then downloaded sensitive data. People in Tibet may have died as a result. The compromise was detected and dealt with, but its implications are sobering. It shows how diffcult it is to defend sensitive information against an opponent who uses social engineering techniques to install malware.
[...] Although the attack we describe in this case study came from a major government, the techniques their agents used are available even to private individuals and are quite shockingly effective. In fact, neither of the two authors is confident that we could keep secrets on a network-connected machine that we used for our daily work in the face of determined interest from a capable motivated opponent. The necessary restrictions on online activity would not be consistent with effective academic work. [...]."

[DDBC Place Authority Database is is still in the early phase of development. It's current interface is in a mix of Chinese and English. The site, at present, has no documentation or explanatory notes attached to it. However, even in its embroynic form it is a very impressive and very promising research tool. The author of the site, Dr Marcus Bingenheimer - MA (Sinology) and PhD (History of Religions) from Wuerzburg University and an MA (Communication Studies) from Nagoya University - is an Assistant Professor and Director of the Library and Information Center at Dharma Drum Buddhist College in Taiwan, where he supervises various projects concerning the digitization of Buddhist culture. - ed.]

DDBC Time [Chinese calendar] Authority Database

"This is to announce the release of our open-source Chinese calendar database.
Computing with Chinese calendar dates, e.g. for use in web-services or for data-mining of classical texts, relies on a robust and trustworthy database. Since some of our projects in the Library and Information Center at Dharma Drum Buddhist College were in need of dynamic conversion of Chinese calendar dates, we looked for such a database. Unfortunately, though numerous conversion tools do exist, we were unable to find an existing dataset that was both openly available and reliable, and therefore had to build our own from scratch,
The DDBC Time Authority Database is based on the Julian Day Number (JDN) format. For conversion into Western dates, we use the proleptic Gregorian calendar with the year 0. The database contains detailed Chinese calendar data from the beginning of the Qin dynasty [16th Nov. 221 BC] to the end of the Qing [18th Jan. 1912 AD - ed.]. Its major purpose is to provide complete Chinese calendar information that can be used by external services and applications. The database is made available as web-service, SQL or CSV dump and licensed under the Creative Commons Attribution-Share Alike 2.5 License.

It took us alomost a year to digitize Samuel Beal's translation of the Datang xiyu ji (T.2087). Because of its length and the many OCR-unfriendly diacritics the work was perhaps not the best choice to start with. Nevertheless, by now most problems with the data are solved and I can offer a no-frills HTML [the file is compressed for speedy download - ed.] file. "

"This is the website for the Temple Gazetteer Project at Dharma Drum Buddhist College. The project is funded by the Chung-Hwa Institute of Buddhist Studies
Gazetteers or local histories are a distinct genre of Chinese historiography. Usually written by scholars interested in a region, city or temple, gazetteers are compilations of a variety of texts. They are treasure houses containing topographical descriptions, biographies, poems, maps, portraits, miracle stories and much more. The aim of the project is to tap into this wealth of information in order to deepen our understanding of Chinese Buddhist history. The gazetteers collected here stem mainly from two twentieth century compilations of woodblock reprints.

Our aim is to digitize more than hundred fifty temple gazetteers until 2010 and make the image database freely available. At least ten gazetteers will be available as full text, marked up for dates, person and place names. This data, together with that from other projects is aggregated in our authority databases. Until 2011 we will continue to work on this archive in various ways. We will link its content to previous research on gazetteers, conduct bibliographical research on the edition history of the gazetteers. We also hope to collect additional material (photos, videos, travelogues etc.) to enrich the content."

"JAIRO is a succeeding service of JuNii+ (test version) (Japanese) in which academic information (journal articles, theses or dissertations, departmental bulletin papers, research papers, etc.) accumulated in Japanese institutional repositories can be searched for cross-sectionally. The National Institute of Informatics (NII) collects metadata of institutional repositories, according to an application from the person in charge of the management of the institutional repository of each institution. As of October 2008, JAIRO allows about 540,000 contents in 84 institutional repositories to be searched for."

"We would like to bring to your attention several resources that have been developed or compiled by the Shao Center [i.e. at Dr. Shao You Bao Overseas Chinese Documentation and Research Center at Ohio University - ed.] for both the WCILCOS website [i.e. the World Confederation of Institutes and Libraries for Chinese Overseas Studies (WCILCOS) http://www.overseaschineseconfederation.org/main/index.php] and for the Shao Center website, which we hope will aid your research and documentation work.
These databases are for public sharing, and are aimed at improving public access to resources in the field. They are collaborative projects involving the members of the community. They are currently in a beta stage, being work-in-progress and constantly having to be updated. Some might be incomplete or have duplicates, but we are working to correct and to update them.
When using some of the databases, please refer to the instructions if they are available, for more efficient usage. We are still trying to improve these resources, and hope for your comments and suggestions. They shall be duly recognized.
