Pacific Economic Survey 2008
AusAID, Canberra, Australia.
Self-description: "Pacific Economic Survey 2008 is the first of a series of annual surveys that will provide an overview and update of economic developments in the Pacific island region and Timor-Leste. Each Survey will also include separate chapters on particular issues of importance to the region. This yearŐs Survey examines the challenges of better connecting the Pacific through impoved telecommunication, aviation and shipping services.
Pacific Economic Survey 2008 covers the 14 Pacific island members of the Pacific Islands Forum and Timor-Leste. Timor-Leste is included because it shares many of the development challenges of the Pacific island nations and because of its close proximity. The Survey was guided by a regional steering group of leading regional figures from the Pacific and senior AusAID staff. The principal authors of the Survey were AusAID Chief Economist Dr Stephen Howes and AusAID economic adviser, Matthew Morris, who drew on expertise from the region and around the world."

"Recollecting Tibet" [Online Documentary Film, 2005-2008]
Photophormations, VDB Films Ltd, Oakville, ON, Canada
Self-description:
"'Recollecting Tibet' - Documentaries Memories: Chronicles from a camera: A perpetual History.
Over three years from 2005 to 2008, Photophormations worked with the Tibetan government living in exile in Dharamsala, India making 'Recollecting Tibet'. The Documentary examines and questions the state of the Tibetan people living away from the spiritual homeland, surrounded by westernization and how tourism has been assimilated into their culture. The film travels to Tibet documenting the Chinese occupation and the current climate of oppression. With religious practises being restricted in Tibet by the Chinese and many Tibetan women financially forced into prostitution, how can the Tibetans preserve their heritage? The documentary travels to Kathmandu to hear first hand accounts from Tibetans escaping into Nepal each year by risking their lives on the treacherous journey crossing over the Himalayas. Traversing through differing locations and times, the film becomes a visual chronicle of stories and events undertaken by one observer and camera. The narration reflects back upon the histories witnessed leading up to the demonstration in March 2008 and beyond to the perpetual past and future histories of the Tibetans. [...]
Photophormations is a small non profit organisations: an investigative team who work in unstable environments around the world producing documentary, journalism, photojournalism and promotional media for individual groups, NGO and organisations."

Center for Development Research (ZEF) Doctoral Program
Center for Development Research (ZEF), University of Bonn, Germany
Supplied note:
"The doctoral fellowship program is open to students from all developing countries, including Asia. [...]
The Center for Development Research (ZEF) in Bonn, Germany, offers a structured PhD program in English language, the Bonn International Graduate School for Development Research (BIGS -DR).
The program has become internationally renowned since its inception in 1999. In its size (around 140 PhD students a year), internationality (students from around 67 different countries) and interdisciplinarity, the program is unique in Germany and Europe.
By pooling the expertise of the three departments of social science, economics and ecology, this three year doctoral program enables the students to take advantage of ZEF' s exceptional strength in interdisciplinary development research and cooperation with national and international institutions.
The program aims at educating future decision makers from developing countries and Europe for international careers. It is an initiative to provide a high-qualification to up-coming young scientists, academic staff, advisers, and managers for both the private and public sectors. BIGS-DR offers an interdisciplinary approach to research on development issues. The educational approach of BIGS-DR safeguards excellence in the studentâs discipline and at the same time teaches an understanding of and an ability to work in other development related disciplines. Combining theories, methods, and practical experience in the areas of social, economic, and ecological change enables students to explore new fields and be competitive on an international job market.
Candidates from developing countries can apply for a scholarship by the German Academic Exchange Service (DAAD). A number of those DAAD scholarships, which are sponsored by the German Federal Ministry for Economic Cooperation and Development (BMZ), are directly available at ZEF. The deadline for such an application is August 31, every year, for the intake in October of the following year. There are also scholarships available in various ZEF research projects.

"Asia Pacific Week 2009, Building Australia's Asia Pacific Expertise, ANU Campus 27 - 30 January. [...]
* What is it?
Asia-Pacific Week brings together hundreds of PhD candidates from Australia and overseas to workshop projects, benefit from master classes and form networks committed to understanding the world's most dynamic region. Since its inception in 2004, Asia-Pacific Week has become a signature event for postgraduates in Australia and for scholars of the region. In 2008, 200 doctoral candidates took part, along with three dozen senior scholars. Asia Pacific Week is a container for a number of "Graduate Summer Schools" focusing on different areas of the Asia-Pacific region (the Pacific Islands, China, Japan, Indonesia, South Asia, Mainland Southeast Asia and East Timor). During a week of activities, graduate students have a chance to present their research interests, meet other students and academics, participate in a wide range of training activities, be introduced to the rich holdings on Asia and the Pacific at the ANU Library and the National Library of Australia and participate in a stimulating program of events including cross-area workshops, keynote speeches, seminars and master classes, film screenings, cultural performances and social events.
* How to participate.
We provide a limited number of small grants to partially cover travel, accommodation and board while in Canberra. The number and amount can vary from program to program, but candidates who are accepted can count on room and board for the four days of Asia-Pacific Week (27-30 January) and a contribution towards their domestic travel. (Please note that no financial help is available for travel from overseas). Interested students should apply directly to program in which they wish to participate (e.g., Pacific Islands, China, etc). Webpages for these programs will be in operation from late July [2008], and information and application forms will be available there.

Routing the Commodities of Empire through Sikkim (1817-1906)

Supplied note: "Dear all, The Commodities of Empire project [http://www.open.ac.uk/Arts/ferguson-centre/commodities-of-empire/project.htm - ed.] is pleased to announce the publication of the latest addition to the Commodities of Empire Working Papers series:
No. 9, Vibha Arora, 'Routing the Commodities of Empire through Sikkim (1817-1906)'
This can be downloaded from the Commodities of Empire website, at [the URL below]
Best regards, Jonathan Curry-Machado, Coordinator, Commodities of Empire Project."
Self-description: "Abstract: 'Routing the Commodities of the Empire through Sikkim (1817-1906)' Vibha Arora
Trading in commodities rooted and routed the British Empire, and commercial control over production and exchange of commodities facilitated political expansion globally. Landlocked Sikkim is located directly on the inland trade route between British India and Tibet and China. The paper provides a socio-historical analysis of international treaties and internal and external trade for the period 1817-1906. The administration of trade routes reveals imperial concern to circulate the commodities of the Empire through Sikkim. Expansion and empire were not distinct but interdependent processes and mutually reinforcing in Himalayan Sikkim. What were the main commodities exchanged on this trading route? What was the volume of trade in comparison to Nepal? How did the commodities of the empire provide an impetus and pretext for imperial control of the Eastern Himalayas? This paper seeks to provide answers to these questions. It is this imperative of routing the commodities of the British East India Company that explained the annexation of Darjeeling Hills from Sikkim in 1835, the transformation of Sikkim into an imperial colony of Great Britain in the 19th century, and finally into a state of British India in 1906. Political control of Sikkim facilitated capital accumulation, expansion of capitalism and funneled the British imperial engine into the Highlands of Asia.

They should indicate the year of acceptance of the thesis, the name of the conferring institution and the author's e-mail address, and should be sent to editor.bies--at--anu.edu.au.
Readers, especially former advisers of doctoral candidates, are kindly requested to bring this series to the attention of new PhDs, or to advise the editor if they are aware of recently completed theses that may be suitable for inclusion. Himalaya Atlas of Aerial Panoramas
California Geographical Survey, Department of Geography, California State University Northridge, CA, US
Supplied note: "I am pleased to announce the preliminary release of the Himalaya Atlas of Aerial Panoramas, the latest in a series of collections of photorealistic aerial views created [by Dr. William A. Bowen, professor emeritus of the Department of Geography at California State University Northridge - ed.] for Web distribution. The atlas contains over 700 computer generated panoramas that portray every square foot of the vast range between Arunachal Pradesh on the east and Uttar Pradesh on the west, including all of Nepal, Sikkim, Bhutan, and portions of Tibet and the lowlands of India. Seeing the Earth from a high place allows us to grasp quickly the essential geography of vast regions that eludes those who are earth bound. Most of these panoramas were created between virtual elevation of 50 to 200 kilometers above sea level with a virtual 35 mm camera equipped with a 22 mm lens. Normally the vistas encompass much more than a thousand square miles (259,000 hectares) of the earth's surface. Images are 2100 x 900 pixels and are best viewed on a reasonably large monitor. [...] As always, please contact me with suggestions and any errors you may discover. Regards, Bill."
