India's Strategic Thrust in S.E.Asia --- Before & After 9/11
South Asia Analysis Group (SAAG), New Delhi, India
Supplied note: "The latest paper of the Institute For Topical Studies, Chennai, on the above subject is now available at the web site of the South Asia Analysis Group (SAAG), New Delhi, at [the URL below] - br."
Self-description: "A keynote speech delivered by the writer on March 26, 2008, at an international seminar on 'India-Southeast Asia: Strategic Convergence In The 21st Century' organised from March 26 to 28, 2008, by the Centre For SAARC Studies of the Andhra University, Visakhapattnam (Vizag)."
Extract: "2. It is often said that India has no strategic culture and that strategic thinking does not go into its policy-making. This is wrong. [...] A nation and a power without a strategic culture and thinking drifts. India has never been a drifting nation or power. It is a nation which knows where it wants to go and how to go there. [...] 17. [...] According to the Directorate-General of Commercial Intelligence and Statistics (DGCIS), Kolkata, India's exports to the ASEAN countries increased from US$ 10.41 billion in 2005-06 to US$ 12.56 billion in 2006-07, a growth of 20.67 per cent. India's imports from the ASEAN countries increased from US$ 10.88 billion in 2005-06 to US$ 18.08 billion in 2006-07, a growth of over 66 per cent. The ASEAN has a huge trade balance of about US $ six billion in its favour. The ASEAN accounted for 9.49 per cent of India's imports and 9.95 per cent of India's exports during 2006-07. This figure is likely to grow up further after the Free Trade Agreement (FTA) between India and the ASEAN is finalised and implemented, hopefully later this year. The total value of the two-way trade amounted to US $ 30.64 billion, which was almost equivalent to the total value of India's two-way trade with China. At the 6th India-ASEAN summit in Singapore in November 2007, India proposed to enhance the bilateral trade with the ASEAN countries to a target of US$ 50 billion by 2010." - b.raman

Geert Wilders' Film 'Fitna' [is released online]
www.themoviefitna.com, Amsterdam, The Netherlands.
Self-description: "Fitna is a film created by Dutch politician Geert Wilders that will offer a critical view on the world of Islam and the Koran. It is expected to be released on March 28 2008. The name comes from the Arabic word Fitna which is used in Islam to describe 'disagreement and division among people' or, a 'test of faith in times of trial'. [...] Wilders has said the film is literarily 'accurate' and will elaborate on verses from the Quran accompanied by documentary footage from the world of Islam. Wilders has called the film 'a call to shake off the creeping tyranny of Islamization'."

Dutch PM Jan Peter Balkenende said the film wrongly equated Islam with violence. [...] Dutch broadcasters have declined to show the production by 44-year-old Freedom Party (PVV) leader Mr Wilders, who lives under police protection because of earlier death threats."

Extract: "11. Even the meagre facts available so far about the thwarted plot [to explode an airliner Urumqi to Beijing, March 7, 2008 - ed.] speak of deficiencies in the physical security set-up in China. It is such deficiencies, which the jihadi terrorists wanting to disrupt the Olympics will exploit. As the Olympics approach, there is a need for a review of the physical security measures in the light of the lessons from the Urumqi incident. 12. As of now, there are two possibilities which have to be factored into by the Chinese authoritiesn in their physical security plan. Firstly, a terrorist strike by pro-Al Qaeda Uighurs either at Beijing or in Xinjiang or elsewhere. Secondly, a Munich,1972 like terrorist strike by Al Qaeda or pro-Al Qaeda organisations in Beijing itself. Apart from the usual physical security measures, the Danish teams will need special protection. If there is an attempted repeat of Munich, it will most probably be directed against the Danish participants because of the continuing anger of the Muslims against the publication of cartoons in the Danish media showing a depiction of the Holy Prophet." - b.raman

Protests or related events in Tibet during March 2008 [Online Database]
TibetInfoNet, Germany
Self-description: "Currently known protests or related events in Tibet during March 2008. (Work in progress - this table is regularly updated). Incidents in red are those TibetInfoNet could confirm through its own research and analysis. [...] TibetInfoNet is an independent information service that provides news and analysis of the current political, economic, social, environmental and human rights situation in Tibet."
Supplied note: "TibetInfoNet launches online database about current events in Tibet. The unprecedented flood of information coming out of Tibet about the current events makes it difficult to follow precisely what is happening and thus build an informed opinion. Reporting on the basis of snippets of information is also difficult and not always meaningful. In order to communicate as much of the available information to interested subscribers, TibetInfoNet has made available parts of its research database online. You can find it on our website under [the URL listed below] The information provided here is constantly updated as new research details emerge. Year of Olympics: Year of the Trojan Rats
South Asia Analysis Group (SAAG), New Delhi, India
Supplied note: "The latest paper of the Institute For Topical Studies, A-2/3, Bharathi Dasan Colony, K.K.Nagar, Chennai---600078, India, on the above subject is now available at the web site of the South Asia Analysis Group (SAAG), New Delhi, at [the URL below] - br."
Extract: "3. [On the Internet there are] many references to a new computer virus disseminated by Chinese hackers, which they had named "the Trojan Rat". [...] 4. There were also ominous (for the Chinese, if they had seen them) references to the Trojan Rats, which would keep the Chinese foxed and busy throughout the year of the Olympics. Many were planning to let loose Trojan Rats all over China as the Beijing Olympics approached and during the Olympics. 5. The highly intelligent, Internet-savvy Tibetan youth, the bin Laden-admiring Uighurs, the Falun Gong, the disgruntled youth of China, the pro-democracy activists of Hong Kong, the many anti-China groups in the US ----- they were all planning for their own Year of the Trojan Rat. 6. Each had strong reasons for anger against the Chinese. Each was determined to give vent to his or her anger in this year of the Olympics. Each was determined to make this go down in history as the Year of the Trojan Rats. [...] 12. In the Year of the Olympics, the entire world focus is on China. The Chinese cannot adopt the same methods of suppression as they normally do. They have to suppress without seeming to be doing so. 13. The Chinese are worried not only over what could happen before and during the Olympics. They are also worried as to what could happen thereafter. Will the Olympics set in motion the weakening of the control of the Chinese Communist Party over the people?" - b.raman

Self-description: "RFA adheres to the highest standards of journalism and strives for accuracy, balance, and fairness in its editorial content. In addition to its news programming and commentaries, RFA broadcasts works of literature and nonfiction that have been banned in RFA's target countries."
Extract: "Following are interviews with Tibetan and Chinese sources on Monday, March 17 [2008]:
"Today is better, so I can go out. Many people have come out to buy food, too. But there are many armed police standing guard on the street and checking the identification of some passers-by. There are many police on the street. The local government hasn't asked us foreigners to leave Lhasa, but if you want to go, the Foreign Office will help you." -- Hong Kong businesswoman in Lhasa
"There are about 2,000 students in the Tibetan studies department of the Central University for Nationalities in Beijing -- about 40 of them staged a silent protest to mourn the people killed or injured in other parts of Tibet. The police came in, and they are being held now in their classrooms." -- Protest participant, Tibetan, in Beijing
"The Lhasa People's Hospital has been damaged. The local Tibetans suspect it was damaged by the Chinese so that injured Tibetans couldn't receive treatment. Tibetans who are taken to Lhasa hospitals are now being turned away." -- Tibetan source who declined to be identified. [...]"
