"The Asian Studies WWW Monitor" (ISSN 1329-9778) was established 21 April 1994. The journal, a pioneering and the only publication of this kind in the world, provides virtually daily abstracts and reviews of new/updated online resources of significance to research, teaching and communications dealing with Asian Studies. It is published by the Internet Publications Bureau, RSPAS, ANU College of Asia and the Pacific. The periodical forms a key element of the global, cooperative project Asian Studies WWW Virtual Library. For further details see a page About the Asian Studies WWW Monitor. The journal is complemented by its sister publication Pacific Studies WWW Monitor which was established in April 2000.

Daily contents" summaries and evaluations published in the web edition of the Journal are disseminated also on the network via a mailing list.

Building upon the successful work of the Siberia Project Group (which existed from 2000 to 2002), our aim is to establish a permanent centre for anthropological studies of Siberia, the Russian North and Far East at the Max Planck Institute for Social Anthropology. [...] The research fellows and associates of the Siberian Studies Centre explore the diversity of ways of life existing in present-day Siberia, the North and the Far East of Russia. Their investigations address issues that the groups and individuals living in this region perceive as most topical and challenging. Individual interests meet in four broadly defined fields, which constitute the 'backbone' of the research programme in the period 2003-2007: 1. 'Negotiating the Land' (environmental perception, land use and access to resources); 2. 'Generation and Gender' (diversity of life-styles, strategies of life management, and disparity of living conditions); 3. 'Religion, Conversion, and Spirituality' (the social dynamics of established and newly emerging religious denominations); 4. 'Ethnicity and Indigeneity' (ethno-politics in the everyday practice of Siberians)."

China & the 123 Agreement: An Update

When the issue of the NSG [Nuclear Suppliers Group - ed.] relaxing or lifting its present restrictions on India comes up before it formally in the wake of the 123 agreement [The civil nuclear deal of 1 Aug 2007 between India and the US, see http://ia.rediff.com/news/2007/aug/03ndeal3.htm - ed.], three Scenarios are possible: * SCENARIO I: China does not agree to it. This Scenario is unlikely as this could affect the forward momentum in Indo-Chinese relations. * SCENARIO II: China agrees to it without any conditions in the interest of its good relations with India without worrying about its impact on its relations with Pakistan. It seems to be an over-optimistic scenario for the present. * SCENARIO III: China agrees to it subject to the condition that there is a similar relaxation of the NSG guidelines in the case of Pakistan so that it could sell Chashmas III and IV to Pakistan.This Scenario was posed to Shri Pranab Mukherjee by Shri Karan Thapar. His answers were evasive, but one got the impression that India would not be unduly concerned over this so long as the restrictions on its international purchases are lifted. 28. In the eventuality of Scenario III materialising, there could be a delay in the implementation of the 123 agreement due to the following reasons: * The US might insist that before clearing the supply of Chashma III and IV to Pakistan, China and Pakistan should sign a formal agreement similar to the Indo-US deal under which Pakistan would separate its military and civilian infrastructure and sign a Pakistan-centric safeguards agreement with the IAEA, which would apply to its civilian infrastructure. * There could be Congressional opposition to the US agreeing to this till the Pakistan Government makes A.Q.Khan available for interrogation by IAEA experts." - b.raman

From October 2006, India holds the Chair of the Mekong-Ganga Cooperation Initiative (MGCI). Cambodia and Thailand have held this position for three years each before India, and in that order. MGCI was launched on 10th November 2000 in Vientiane (Laos) and aims at rekindling the cultural links between India and the five riparian states of the Mekong River, namely, Cambodia, Laos, Myanmar, Thailand and Viet Nam. It is from here that India seeks to strengthen connectivity through building the physical and social infrastructure in these countries. This includes roads, rails, air links and information and communication technologies as also education, culture, and imparting skills in development management and other technical areas. It is only with a robust engagement of this nature that MGCI may evolve a lasting socio-political and economic partnership with this region and take it further in enhancing India's military and strategic equations with these countries. India has taken scores of major initiatives under the MGCI and this newfound enthusiasm has also provided a boost to India's bilateral relations with each country. As this study shows, the results, however, remain a mixed bag and India needs to accelerate its footwork to implement its grand vision and to keep pace with other major stakeholders in this region. In particular, progress made by China has been far too rapid and this has put China in the lead and this remains a subject of debate both inside and outside the Mekong region.
The Author - Dr. Swaran Singh is Associate Professor at the School of International Studies, Jawaharlal Nehru University (New Delhi) and Academic Consultant at Centre de Sciences Humaines (New Delhi). He is currently President (2005-2010) of the Association of Asia Scholars (AAS, New Delhi) for South Asia chapter. He lectures regularly at several military and academic institutions in India and abroad and has traveled to and written extensively on China and Southeast Asia with special interest in perspectives on India's interests, equations and priorities. - ss."
