Global Terrorism: India's Concerns
Institute For Topical Studies, Chennai, India
Supplied note: "The latest paper of the Institute For Topical Studies, A-2/3, Bharathi Dasan Colony, K.K.Nagar, Chennai---600078, India, on the above subject is now available at the web site of the South Asia Analysis Group (SAAG), New Delhi, at [the URL below] - br."
Self-description: "The writer delivered a keynote address on "Global Terrorism:India's Concerns" at a seminar on terrorism organised by the Assam Police at Guwahati on November 7 and 8,2006. He also moderated a discussion on "New Terrorism". This article is based on the salient points in his keynote address and his observations during the panel discussions on "New Terrorism". The Assam Police had organised the seminar in collaboration with the Ministry of Home Affairs of the Govt. of India and the Bureau of Police Research and Development (BPR&D) of the Govt. of India."
Extract: "By global terrorism, one generally refers to the activities of Al Qaeda and other jihadi terrorist organisations of different countries associated with it in the International Islamic Front (IIF) for Jihad Against the Crusaders and the Jewish People. The IIF, which was formed by Osama bin Laden in February 1998, is a united front of like-minded pan-Islamic jihadi terrorist organisations. 2. None of the organisations, which joined Al Qaeda in forming the IIF, owed their existence to bin Laden or Al Qaeda. They were in existence before bin Laden arrived in Afghanistan from Sudan in July, 1996 [...] [...] 20. The most lethal weapons used by the global jihadi terrorists are explosives, the mobile telephones and the Internet. To be able to counter their use of these innovations and to enable the police and other counter-terrorism agencies to use them even better than the terrorists, it is important to enlist the services of our S&T community. There cannot be effective counter-terrorism in future without the active involvement of our scientists and technologists. 21. There is a need for new intellectual tools to counter terrorism. Possible examples of such tools: Reverse analysis, that is, analysing a situation not only as a counter-terrorism expert would do, but also as a terrorist would do; scenario visualisation; counter-terrorism games similar to war games in respect of State adversaries; and preparation of terrorism-indicators to assist the intelligence agencies and the police stations similar to the war indicators prepared in respect of State adversaries. 22. The oxygen for jihadi terrorism in India comes from Pakistan and Bangladesh. Their intelligence agencies and armed forces are actively, but clandestinely involved in keeping the capabilities of the jihadi terrorist organisations sustained so that they continue to bleed us and keep large parts of the country destabilised. [...]." - b.raman

This Australia-China Council (ACC) [www.dfat.gov.au/acc] supported project will apply modern '3S' technology, i.e. Remote Sensing (usually from satellites), Geographic Information Systems (GIS) and the Global Positioning System (GPS) to help research into Qin, Han to Tang Dynasty 'Plank' Roads (= trestle roads built along sheer cliffs and steep sides of inaccessible mountain valleys) constructed in antiquity across the Qinling mountains for communications, interchange, trade and traffic between the present day Shaanxi and Sichuan regions of Central and Western China.
The Primary Objectives of the Project are: 1. To provide an introduction to 3S technology appropriate to historical and archaeological studies at a workshop on the Shu Roads in Hanzhong; 2. To promote interactions between Hanzhong Museum and similar Australian academic groups and Museums in applications of 3S technology to support preservation and conservation of historical relics and records and for the resolution of historical questions; 3. To promote the application of Australian experience in 3S technology, historical research, conservation and preservation of history, historical records and environment as well as tourism at the practical level needed in China. Center for Southeast Asian Studies (CSEAS), University of Kyoto, Kyoto, Japan.
Supplied note: "We are happy to announce a new issue of the Kyoto Review of Southeast Asia [est. Mar 2002 - ed.] on a new website: [at the URL below].
This issue features a collaboration with guest editor Alexander Horstmann of the Institute of Ethnology, University of Munster, who has assembled a diverse group of scholars to write about the anthropology of borderlands in Southeast Asia.
We are happy to introduce our new website [formerly at http://kyotoreview.cseas.kyoto-u.ac.jp/ - ed.] with this issue, as it allows us to post the photographs accompanying two of our feature articles (on the Burma-Bangladesh border and southern Thailand), as well as a photo album about cash crops in the northern mountain region of Vietnam. The site also includes audio and video streaming, which we will use to disseminate conferences, discussions, and interviews. In this issue, we are posting a 1985 recording of the late Southeast Asia scholar and Cornell University professor George Kahin interviewing Ferdinand Marcos six months before he fell from power.
Notwithstanding these innovations, text remains the primary mode of intellectual discourse and we remain committed to its translation. Therefore, we are pleased that our new site is textually dynamic, both in scrolling through an individual text and in shifting between languages. [...] - pna."

Gilded Splendor: Treasures of China's Liao Empire (907-1125)
Asia Society, New York, NY, US
Supplied note: "I would like to bring to H-ASIA list members' attention the extraordinary online exhibition of Liao Dynasty artifacts that the Asia Society has put together on its website. For those of you unfamiliar with the Khitan Liao, this was an empire that flourished in the 10th and 11th centuries (907-1125) and encompassed parts of what is now Mongolia, Siberia, Northeast China, and North Korea. In addition to images of Liao artifacts, the exhibition features outstanding virtual tours of Liao tombs, as well as colored maps and (for a website) substantial textual explanations of the artifacts. This is a must-see for anybody interested in enhancing teaching and learning through interactive web-based technology. I for one have been looking for Liao images ever since I began teaching a course on Chinese Civilization, and I plan to incorporate this exhibition into my teaching program starting next year. The exhibition can be accessed by going to the following web page and clicking on the boots in the lower right hand corner of the image: - af."
Self description: "Over 200 recently excavated objects from Inner Mongolia that reveal the complex cultural and religious legacy of the Khitan and their reign over China during the Liao Dynasty (907--1125). Organized by the Asia Society. Curated by Hsueh-man Shen, Lecturer, Chinese Art, University of Edinburgh. A catalogue is available at AsiaStore [at] http://www.asiastore.org/exhibition-catalogues.html "
