Extract: "15. Australia, the US and other Western countries and their oil companies have not been happy with him [i.e. the East Timor's Prime Minister Mari Alkatiri - ed.] and want to have him eased out. That is why, those to the left of the political spectrum suspect that the revolt must have been instigated by the Australians themselves in order to facilitate the return of their armed forces to East Timor and have him removed. 16. They also look with suspicion on the role of the President's Australian born wife, Kirsty Sword, who has emerged as the power behind the [Xanana Gusmao's - ed.] throne. - b. raman."

Implications of EU Ban on LTTE
Institute For Topical Studies, Chennai, India
Supplied note: "The latest paper of the Institute For Topical Studies, A-2/3, Bharathi Dasan Colony, K.K.Nagar, Chennai---600078, India, on the above subject is now available at the web site of the South Asia Analysis Group (SAAG), New Delhi, at [the URL below] - br."
Extract: "The reported decision of the Europen Union (EU) countries to declare the Liberation Tigers of Tamil Eelam (LTTE) as a terrorist organisation and ban its activities in their respective territories would be unimpeachable legally and on merits, but ill-timed, unwise and ill-considered politically. [...] The LTTE is one of the most dreaded terrorist organisations of the world, which was responsible, inter alia, for the brutal assassination of Rajiv Gandhi, our former Prime Minister. Purely on merits, a ban on it would be justified, but the timing and the manner of the ban should not give an impression as if the EU is taking sides with the Sinhalese extremist elements. - b. raman."

Extract: "India and the other members of the international community should be even more concerned than in the past over the medium and long-term implications of the Liberation Tigers of Tamil Eelam (LTTE) acquiring a capability for conventional and unconventional (terrorism-related) maritime action. [...] The time has come for India to be more proactive in this matter with a policy and action initiative at the following two levels: * LEVEL ONE: Mobilising action in the UN Security Council and other appropriate fora for freezing under the UN Security Council Resolution No.1373 against terrorism the bank accounts of all those associated with the LTTE's commercial fleet, seizure of the ships as assets of a terrorist organisation banned in many countries and arrests and prosecution of the members of the crew for working for a banned terrorist organisation. * LEVEL TWO: To constitute an international coalition against maritime terrorism in order to force the LTTE to dismantle its maritime capability through diplomatic pressure if possible and through naval action, if necessary. - b. raman."

Anti-Corruption Commission, Royal Government of Bhutan, Thimphu, Bhutan
Supplied note: "I draw your attention to the new website for the Anti-Corruption Commission in Bhutan: [at the URL below] There are important documents on this site - including a translation of King Jigme Singye Wangchuck's decree appointing the Chairperson of the Commission (Aum Neten Zangmo, former Foreign Secretary) to hold position until a new-style parliament is elected (as foreshadowed by the current draft constitution - see http://www.constitution.bt/draft_constitution_2nd_en.pdf ). However, I expect the site to become even more important after 2008, when it will reflect the role of the ACC as watchdog of public probity.

Hepburn Japanese-English-Japanese Dictionary Online
Meiji Gakuin University Library Digital Archives, Meiji Gakuin University, Tokyo and Kanagawa, Japan
Supplied note: "'James Curtis Hepburn' (Waegoi rinshuusei) is now available online at [the URL below] as part of the Digital Archives of Meiji Gakuin University.
The two sections -- Japanese-English and English-Japanese -- are a rich source for expressions current in Meiji Japan. Members of this list may sometimes find it useful to check the dictionary for information about older usages.
The sections of the dictionary have been digitzed and are available as graphic images. With a good internet connection, these will load quickly, and can be navigated so that you can browse through the dictionaries.
There is a basic search function. Note that you should choose first the 'EiWa no bu' or 'WaEi no bu.' The search function does not cover words in definitions, but simply gets to the page where -- alphabetically -- you might *expect* to find the headword.
Graphic digitization has certain advantages as well as disadvantages over electronic texts. All the rubi and rare characters can be displayed in a graphic text, for example, which is not always possible in an electronic text, even with Unicode. - mw."

The Rev. Claude L. Pickens, Jr. Collection on Muslims in China
The Harvard College Library, Harvard University, Cambridge, MA, US.
Self-description: "Over 1000 photos of Muslims and Christian missionaries working among them in Western China in the 1920s and 1930s form the core of this collection, which is supplemented by several hundred books, pamphlets, broadsides, etc., in several languages. Gift of Rev. Claude L. Pickens, Jr. in memory of Joseph Fletcher Professor of Chinese and Inner Asian History at Harvard University. The albums and photographs can be viewed in the VIA online catalog. A finding aid to the printed materials can be viewed in the OASIS online catalog. [...]
[Site contents:] * Biographical Note * Islam in China: A Selected Bibliography of English-Language Publications * Finding Aid to the Collection * View the Photographs in the VIA Catalog."
Supplied note: "[The site] is the culmination of a two-year project to catalog and digitize some 1000 photos of China's Muslim population in western China in the 1920s and 1930s and the activities of Christian missionaries working among them. Much of what appears in the photographs has been reported to have been lost or destroyed. The related finding aid to printed material in the collection points to an extensive collection of materials related to Islam in general and Islam in China in particular. We hope that in another year or so to be able to digitize some of the more obscure print materials to make them viewable on-line through a page-turner system. When we created the finding aid, the system could not accept Chinese or Arabic script, so the records appear in romanization only. Some of the printed materials (particularly, posters) also appear in the image catalog (VIA). This is the second of a continuing series of digital projects for visual images of East Asia. We will soon add several hundred Hedda Morrison photos of Hong Kong (1946-47) that were the focus of our 2005 publication (with a foundation in Hong Kong) 'Hedda Morrison's Hong Kong: Photographs & Impressions,1946-47', written by Edward Stokes. We will soon also catalog and digitize some 500 photographs relating to the Chinese Maritime Customs Service (under various pre-1911 and post-1911) names - rl."

Extract: "7. The ground situation in Sri Lanka is characterized by a state of de jure ceasefire and de facto fighting. Neither side wants to formally abrogate the ceasefire due to fears of adverse reaction from the international community.
