[Extract: "non-Tamil and non-LTTE sources have been giving [...] estimates of the LTTE [Liberation Tigers of Tamil Eelam - ed.] cadres killed, varying between 1,200 and 5,000. According to them, large quantities of arms, ammunition and explosives stockpiled by the Tigers have been destroyed. Tiger camps at Nagar Kovil in Jaffna, Mahalnadu, Welvetithurai, Thandamanarau, Malati, Mathagal, Mankarni and Sea Tiger camps at Mullaitivu, Nayaru, Chmmaale, Championpaththu and Chalai have been completely destroyed. Four Tiger radar centers positioned along the Mullaitivu coastal belt have been damaged beyond repair. About 200 boats belonging to the Sea Tigers as well as 1,500 boats belonging to fishermen, who are sympathetic to the LTTE, have also been badly damaged." - b.raman]

[Extract: "3. The fact that about a half, if not over a half, of the fatalities in Sri Lanka are of the Sri Lankan Tamils in these two provinces has not been highlighted either by the Sri Lankan authorities or by the media. [...]
4. According to statistics circulated by the web sites of pro-LTTE (Liberation Tigers of Tamil Eelam) organisations in the West, 16,656 Tamils have been killed---14,212 of them in the Eastern Province and the remaining in the Northern Province. 18,481 are missing--- 13,731 of them in the Eastern Province and the remaining in the Northern Province. [...]
6. The LTTE has been alleging that the Government has not been paying the same attention to the relief and rehabilitation of the minority Tamils as it has been doing for the majority Sinhalese and that the Tamil minority areas are not getting their fair share of the international assistance flowing in.
7. Even if one allows for a certain level of disinformation by the LTTE for exploiting the present situation to win back the loyalty of the Tamils of the Eastern Province, [...], the emergence of perceptions even in some sections of the Tamil population that they are being treated as second class citizens in the matter of relief and rehabilitation would further alienate the Tamils from the Sinhalese and add to the difficulties of finding a negotiated solution to the Tamil problem." - b.raman]

[Extract: "16. India has not been a member of any of the tsunami warning systems. Past proposals for India to set up is own national warning system and to join the international (mainly Pacific) network was given low priority apparently due to the high financial implications (Rs.1,000 million---Rs.45 equal to one US dollar) and the fact that India had not been a victim of tsunami waves for a little over 100 years.
17. India's vulnerability to tsunami-caused destruction was estimated as very low, if not non-existent. As a result, not only was there no effort to set up an advance warning and international networking system, but tsunami-vulnerability was not one of the factors taken into account in the determination of the location of our nuclear and space launching establishments and in designing their safety features. Similarly, this vulnerability was not taken into consideration while determining the location of our military establishments in the Andaman and Nicobar Islands and their safety features." - b.raman]
