In keeping with traditional method of instruction, the students have to memorize certain amount of root-texts every year. Viva Voce/Debate also forms a part of the examinations system at the Acharya level. The tradition of Sastrartha or Debate is maintained as an integral and viable part of learning. [...] The report is an update of the authors' preliminary study, presented in June 2001 at a Central Eurasia Project Eurasia Policy Forum in Washington DC. The newly released report sets the research in the context of the U.S. 'war on terrorism' and of increased interest on the part of international donors to help rebuild Afghanistan - a major narcotics producer. The report raises questions about the effectiveness of some UN and US counternarcotics efforts in the region and their relationship to social ills like over-incarceration, corruption, discrimination against women, and the spread of HIV/AIDS. It also offers policy recommendations to minimize the unintended social damage to local communities caused by some international narcotics interdiction programs in the region."
