Proceedings: Roadblocks on Information Highway in Japanese Education e IT Revolution
National Institute of Multimedia Education, Chiba, Japan
Supplied note:
"Proceedings from a conference focusing on 'roadblocks' created by the
social fabric of Japanese education institutions in implementing ICT
['information and communication technology' - ed.].
The volume focuses on three interrelated sets of problems [...]: (1)
resistance of Japanese institutions (whether in business or education)
to change, especially at leadership levels, including the Ministry of
Education, (2) lack of skilled technical personnel to support ICT due
to employment, training, and rotation practices developed in business
which carry over into education; and (3) lack of focus on teaching of
practical knowledge, due to the examination-oriented focus of Japanese
education and a strong tendency to use the new technologies as
substitutes for pedagogies. Site contains papers, powerpoint slides,
video streaming segments; bilingual in English/Japanese."

cinema. The new address for the revised site is [at the URL below]
Any suggestions, please e-mail me."
Self-description: "This site is devoted to the studies and appreciation of Chinese
cinema. Besides history, news, and visual materials about Chinese
cinema, it also contains a bibliography of selected publications in
English on Chinese cinema so as to further advance the studies of the
subject. While the list of books tends to be as complete as possible,
articles on Chinese cinema are selected to represent the following
four topics: general, pre-1949 Chinese cinema, the Fifth Generation
filmmakers, and Chinese 'urban cinema,' which are the ones the
Webauthor is currently working on. The term 'Chinese Cinema' used here
only refers to films and the film industries of mainland China and
Hong Kong. Because of historical and political differences, Taiwan
cinema is not included."

Prime Minister Rao's Dilemma: Terrorism and Human Rights in India
Teaching Human Rights Online, University of Cincinnati, USA
Supplied note:
"'Prime Minister Rao's Dilemma: Terrorism and Human Rights in India'
is an interactive website which presents P. V. Narasimha Rao's 1995
dilemma involving terrorism in the Indian states of Punjab and
Kashmir. Competing demands for justice and security pose moral, legal,
and political dilemmas that demand informed leadership. A.Should
Indian security laws be revised to comply with international human
rights standards or would submission to the U.N. compromise national
sovereignty? B.Should the government prosecute security officials for
gross human rights violations or grant amnesty to those who risked
their lives defending national unity? C.Should the government allow
more international monitors to visit Kashmir and Punjab or exclude
organizations that criticized tough security measures?
A second problem 'Women's Rights and Community Rights in India: The Shah Bano Case' will
be added by August 2000 to THRO: Teaching Human Rights Online (oz.uc.edu/thro)

Networked information flows in East Asia
Asia Pacific Research Online, Canberra, Australia
Supplied note:
"'Networked information flows in East Asia:
a pilot study on research uses of the Altavista search engine.'
Electronic information residing on web servers is neither uniformly
distributed across the countries of the world, nor is it uniformily
linked to. This methodological note uncovers a series of clear-cut
patterns of geographic preference/avoidance amongst the hypertext
connections in web resources located in China, Hong Kong, Japan, Korea
and Taiwan. It also shows how the Altavista search engine can be
productively used to reveal hitherto hidden patterns in networked
information flows."
