National Integrity Systems: Country Studies and Overview Report
Transparency International (TI), Berlin, Germany
Self-description: "The concept of a National Integrity System (NIS), has been developed by Transparency International (TI). With the ultimate goal of promoting good government and good governance, the NIS also forms the basis for an approach to anti-corruption reform programmes. [...] The project involved the preparation of reports from 18 countries, chosen to give a mix of regions and developmental paths, and based on a framework and questionnaire devised by TI and CFMS [Centre for Fraud Management Studies, Liverpool Business School - ed.] to assess the NIS in practice. [...] This in-country research maps the core Law and rules/practices that seek to corruption-proof their National Integrity Systems in the following areas:
* Executive, * Legislature, * Political Party Financing, * Elections, * Auditor General, * Judiciary, * Police and Prosecution, * Public Service, * Public Procurement, * Local Government, * Media, * Civil Society.
The [2001] Country Study Reports outline a formal framework which includes provision for the following Anti-Corruption Measures, where applicable: * Independence, * Conflict of Interest, * Declaration of Assets, * Monitoring of Lifestyles, * Access to Information, * Freedom of the Press, * Freedom of Speech, * Post Employment Restrictions, * Whistleblowing, * Codes of Conduct, * Blacklists, * Complaints mechanisms. [...] Further Country Studies are now under way covering 30 Commonwealth countries."
