The legacy of Hu Jintao in Tibet

"Hu Jintao, former Party Secretary of the Tibet Autonomous Region (TAR) was installed as the General Secretary of the Chinese Communist Party
(CCP) at the 16th National Congress of the CCP held in Beijing 8-15 November 2002. He replaces Jiang Zemin as Chairman of the Party, and is likely
to assume Jiang's position as State President at the National People's Congress (NPC) in March 2003. Cadres in the TAR remember Hu as a largely
absent and ineffectual leader, and cite Hu's patronage for Ragdi, the TAR Party Executive Deputy Secretary, as the reason for Ragdi's prominence - tin."
