Bureaucracy [... and existing] land laws [...] profoundly distort the market for real estate in India.
Problems include inadequate land records, high and arbitrary stamp duties, confusing zoning rules,
socialistic restrictions on rentals and the quantity of land which may be owned, illegal squatters,
and the risk of Public Interest Litigation. In addition, mortgage lending by financial institutions is stifled by
the need for a civil law suit to take action against a mortgagee who defaults on payments."
