China's Missile Game: Trick Or Treat?

[China is not a member of the Missile Technology Control Regime (MTCR), but has repeatedly pledged to adhere to its provisions. Since the 1980s, China has made 15 such pledges and subsequently violated each and every one of them. An analysis of these developments is followed by the text of the Regulations of the People's Republic of China on Export Control of Missiles and Missile-related Items and Technologies issued by the Government of China at Beijing on August 26, 2002. - ed.]
