"An August 1998 report [22Kb] from U.S. Embassy Beijing.
Summary: Sharp declines in natural reservoirs such as forests and
lakes, increased silting of rivers and lakes from the
de-treed lands in the Yangtze basin, and steady encroachment
on river beds by Chinese farmers have combined to push the
flood waters to record levels during Summer 1998. [...] Clashing
local economic interests, corruption, and poor coordination
and communication combine to make land use planning and
enforcement difficult."
