underpinnings of minority policy in the thinking of Marx, Lenin,
Stalin and Mao Zedong. [It] discusses the propaganda efforts of
Chairman Mao against Tibet, Henry Kissinger's analysis of Mao and
Zhou's strategic thinking and the Deng Xiaoping era swing from the
assimilationist policies of the Cultural Revolution to an ethnically
sensitive Chinese policy in Tibet. The paper contains a history of the
Tibetan resistance and a history of the talks between the Dalai Lama and
Beijing."
