Several people were briefly detained without charge on suspicion of having links with armed secessionists. Torture and ill-treatment by members of the security forces continued to be reported and resulted in the death of at least one person. "Disappearances" continued to be reported and dozens of people were believed to have been extrajudicially executed on the island of Bougainville.

Amnesty International - PNG Annual Report for 1999
Ill-treatment by members of the security forces continued to be reported. Prison conditions amounting to cruel, inhuman or degrading punishment were highlighted after rioting and mass escapes by prisoners. There were reports that at least five people were shot dead by police in disputed circumstances.
