INDIAN PACIFIC #669. Peter Barter: I believe that only through a peaceful resolution can the peace and order and good government be restored in Bougainville, and normalcy achieved. To do it any other way does not seem to me to be practical.

UNDP - Bougainville Rehabilitation, Reconstruction and Development Project 
The intention is to support the reconciliation and peace process in Bougainville through rehabilitation, reconstruction and development activities that reduce poverty in all groups, restore basic conditions for economic growth, promote stability, and create an enabling framework for sustainable human development.
